PWDC envisions a Penang which upholds in practice the principles of substantive equality among women and men, good governance and social justice
MISSION
PWDC seeks to mainstream gender into key policies, programmes, and practices of the public sector, and to transform the necessary structures and culture through advocacy, capacity development and strategic partnerships with different sectors of society.
OBJECTIVES
- To support the capacities of state and local governments to integrate gender perspectives into policies, programmes, and practices.
- To strengthen women’s leadership and political participation.
- To enhance women’s participation in economic life.

Kicked off “Duit Kita, Hak Kita” Project in Machang Bubuk using the GRPB model. The project is revolutionary as it gives the local constituents power to determine financial allocations of the local assemblyperson and member of parliament. This project is a pilot project and the first of its kind in Malaysia.

PWDC’s advocacy work towards mainstreaming 30% minimum quota for women’s participation was realized through the implementation of the criteria in the District Level JKKK (Jawatankuasa Kemajuan Keselamatan dan Komuniti) Awards. These criteria require women’s participation in grassroots programs and JKKK leadership towards the empowerment of community women and the strengthening of grassroots women’s capacities and leadership.

Official Launching of Taska D’Komtar by the Rt. Hon. Chief Minister of Penang, YAB Tuan Lim Guan Eng. Taska D’ Komtar is the first workplace child care facility set up by the state government for KOMTAR employees.

The Asian Regional Conference “Gender Responsive Budgeting (GRB) Narratives: Transforming Institutions, Empowering Communities” was organized to create a platform for GRB practitioners and experts from within the Asian region and beyond to share their insights and expertise as well as to review the implementation of GRB and Participatory Budgeting (PB) in Penang and highlight the transformation of local government via GRPB.

The official launch of Penang State Childcare Policy and Action Plan (2013 – 2015) by YAB Lim Guan Eng at the Penang State Government’s International Women’s Day 2013 Celebration.
June 2013
Launch of Briged Wanita Pulau Pinang (BWPP) by Penang State Government, a voluntary body tasked with mobilizing and reaching out to women from all walks of life and locations across Penang.
April 2012
Memorandum of Understanding (MoU) between PWDC and Local Governments (MBPP and MPSP) signed to implement the 3-year GRPB Pilot Project with a financial commitment of RM200K annually.
November 2011
Penang Women’s Development Corporation (PWDC) was established in November 2011, with funding from the state. PWDC works towards the transformation of Penang into an advanced and progressive society through the promotion of equality among all women and men, girls and boys, regardless of ethnicity, religion, gender or socioeconomic background.
